This News server supports both transit (feeding) and readers.  Although 
written for Windows NT, and development has stalled, it suposedly works 
correctly under Windows 2000 (it runs as an NT "service").  Be aware 
that Tortoise does not yet allow "local groups" to be "moderated 
groups".  I have never used this software, but it is in daily use by 
several major publicly accessable News servers.  

Caution: News servers are notoriously difficult to configure.  If you 
can spend the money, I recommend using "DNews" as your news server, 
due to its stability, performance, security, and ease of configuration.
